Reliable journalist Fabrizio Romano mentioned the deal is in the latter stages of being a done deal.
The Brazilian is set to finalise the terms of the transfer in London before the end of the week after getting the all-clear from Benfica.
Vinicius is regarded by Jose Mourinho as capable of providing quality cover and competition for Harry Kane.
The forward, who joined Benfica from Napoli for £15million last summer, has an impressive goal scoring record.
He banged in 24 goals in all competitions last season from 49 appearances and also weighed in with 13 assists.
At 6’3″, Vinicius offers the physical presence desired by the Spurs boss in a centre-forward but he is versatile enough to play on the wing, having also bagged 13 assists last season.
The agreement has been reached between Tottenham and Benfica for Carlos Vinícius – loan until June 2021.

His arrival would take Tottenham’s summer spending well beyond £50m after the captures of Doherty Matt for £15m, Sergio Reguilon for £27.5m and Gareth Bale, whose season-long loan will cost roughly £10m in wages.
The arrival of the uncapped Brazilian would not impact Gedson Fernandes, who is also on loan from Benfica until the end of the season and started Tuesday’s derby, because Premier League clubs are permitted to loan two players from the same foreign team.
In what has been a hectic schedule for Spurs so far, the addition of another attacking name in Vinicius could come in handy.
